The U.S. Department of Education is in the early stages of developing regulations for implementing the new Every Student Succeeds Act. As part of this process, the Department will convene a committee of stakeholders to develop negotiated rules on key pieces of the law, including assessments and supplement, not supplant rules.
SIIA is submitting nominations for the individuals below to represent the business community on the ESSA negotiated rulemaking committee. In addition to being able to represent the business community’s needs for a strong educational system, these candidates all have direct connections to and a deep understanding of the topics under consideration. In assessment in particular, these candidates have extensive knowledge of the development process and the challenges, benefits, and considerations in adopting alternative assessment models.

Dr. Kimberly O’Malley
I support the nomination of Dr. Kimberly O’Malley to the US Department of Education's negotiated rulemaking committee, representing the business community. Dr. O’Malley is a nationally-recognized expert on K-12 assessments, having supported in the administration of statewide assessment programs in 16 states, advised numerous federal, state and district education officials on assessment issues, and spent 7 years as a classroom teacher. Dr. O’Malley’s work experience and role as an executive in a major U.S. employer enables her to relate directly to the topics under consideration in the committee. Dr. Heath Morrison
I support the nomination of Dr. Heath Morrison to the US Department of Education's negotiated rulemaking committee, representing the business community. Dr. Morrison has a proven track record in education and business, with a career spanning more than 25 years, including 24 as an educator and school administrator. Dr. Morrison is well-equipped to represent the nation's employer interests in education and those of the education technology industry. His work experience enables him to relate directly to the topics under consideration in the committee, including digital content development and the use of Title I funds. Tracey Barrett
